Ok, so that is no option.

If you can connect to ПЛК 150 over rs232 then take a look plc browser (codesys) file local_addres.dat. it is your IP (in HEX).

I got a new USB-RS232 converter and can connect via RS232.

But would still like a way to reset to factory settings (as much as possibly), right now I have one PLC running in an endless reboot loop and see no way to stop him. I had tried holding RESET+pressing START for 10 seconds but way to clear the present code in memory.
